What are the rights and obligations associated with the registration of residence in Estonia?
The registration of residence is regulated by Chapter 10 of the Estonian Population Register Act, which implies the obligation of everyone to register their residence in the population register.
You can change your address in the e-population register, in the local government on site, or by notifying the local government by e-mail or post.
Is any address suitable for registration?
A dwelling that is used for permanent residence can be registered as a place of residence, usually an apartment, house, or part of a house.
If a person wishes to register his or her residence at an address other than a dwelling, such as an office building or a hotel, the law says that this is possible if the person proves that such space is used as a dwelling. At the same time, it is important that the room also meets the housing requirements set out in the Riigi Teataja.
The requirements for the size, entrance, and ventilation of the dwelling mainly apply.
